ISMAIL AB. JAMAL has vast and diversified experience in HRM and HRD after more than twenty-five years being exposed to the banking, finance, insurance, construction (infrastructure and heavy engineering), transportation and haulage, manufacturing and marine industries. He has wide exposure in dealing with unionized and non-unionized environments, and also governmental relations. He has conducted lectures and courses in established private colleges and higher institutions, presented papers in local and international conferences, and managed consulting assignments in established organizations. He has championed, participated, implemented and internalized initiatives such as HR Global Transformation, Employer of Choice, Leadership and Team-Building Porgrams, Supervisory Development Program, Performance Management, Training Needs Analysis, Change Management, Six-Sigma Program, Supply Chain Management, SAP R/3 HR Module and other HR reengineering management programs and processes. WORK HISTORY
1999- 2003 Head of Group HR, Penang Shipbuilding and Construction Sdn Bhd and Business Focus Group
The Company has the expertise of shipbuilding and shiprepair for the commercial as well as the naval fleets of vessels. As the Head of Group HR, managing about 3000 employees globally in terms of supporting the strategic business partners on the various functions relating to human resources. At the same time, assuming the Executive Director’s role in managing the PSC-MTA that is the marine technology academy set-up to support the manpower supply for the RM5.3 billion Patrol Vessel Project for the Royal Malaysian Navy. Jointly organized with UTM (University of Technology Malaysia) an in-situ degree program for qualified employees within the yard specializing in Marine Engineering and Naval Architecture. Implemented various HR initiatives within the Group of companies and subsidiaries by conducting and organizing several management seminars, courses, workshops, conferences and other forms of staff development programs with the objective of institutionalizing the Group by benchmarking with other successful companies. Sitting in the Board of Director of ALAM (Marine Academy of Malaysia) in Malacca as an alternate Director for PSC as one of the shareholders. Maintain good rapport with heads of departments, divisions, COOs of various companies under the Group. Project HR Head for SAP R/3 implementation in PSC after undergone a 5-day course on HR 4.6(2) namely HR050, HR305, HR306, HR515, HR510 and others, with SAP AG
1996-1999 HR Director, Seagate Technology Inc., Penang, Malaysia.
The Company is the manufacturer of diskdrive components specializing in sliders, motor-part, and magnetic heads. In charge of the overall functions in managing HR with a staff force of 15,000 at the highest intake and 8,000 employees after the VSS exercises which were implemented successfully without a single complaint by affected employees to Industrial Relations Department and Labour Department. Had attended, conducted, coordinated and organized various conferences, seminars, workshops and development programs in Singapore, Thailand, USA and Malaysia. Won the National Youth Award for the youth program called “Rakan Muda” for the private sector with a cash award of RM5, 000.00 in 1997 and also the state award for the same program implemented in the Company. The biggest challenge was managing a huge staff force which was recorded as the biggest private sector employer in Malaysia then and with no record of industrial relations and labour cases so much so that the Minister of Human Resources himself visited the plant to hear the presentation of the success of the downsizing exercises implemented during the economic crisis. I was in the team for the aborted (due to the 1997 financial crisis) investment plan in Medan Industrial Area in Medan, Indonesia after successfully obtained the Presidential Decree from the Indonesian Government through the Ministry of International Trade and Industry (MITI) in 1997 and 1998. The rich experiences of managing HR initiatives in a reputable American multinational has given me the confidence of meeting the challenges of any undertaking involving the human resources per se. A certified Greenbelt holder and underwent training for the Six Sigma Program for the company and also familiar with the SAP system environment.
1995-1996 Group HR Senior Manager, MTD Capital Sdn Bhd
The Company specializing in roadbuilding and heavy engineering works in maintaining and upgrading major roads and highways in Malaysia. Successfully brought in foreign engineers from Philippines and other countries to assist in the huge contract awarded by the Ministry of Works to build and upgrade highways such as KL-Karak, Ipoh-Lumut, Kuala Kangsar-Grik, East-West Highway and East Coast Highway that is worth RM3.0 billion. Successfully implemented a new Performance Management System for the Group of companies under MTD Capital who is a public listed in the second board of KLSE.
1994-1995 Group HR Manager, Malaysian National Insurance (MNI) Sdn Bhd a subsidiary of PNB (Permodalan Nasional Berhad) a huge Malaysian conglomerate.
The Company specializing in providing insurance and reinsurance packages for the Government sector with the concentration of business in General and Life insurance providers for government employees and other quasi government bodies. Successfully implemented a joint diploma program with UiTM, Shah Alam for about 60 employees and conducted in-house. Maintained good rapport with the Union and also successfully dissolving the retirement benefits for the staff and rewarded them instead with a percentage salary increment and cash payments. Improved staff fringe benefits such housing loans, computer loans and other HR initiatives.
1989-1994 Assistant Manager cum Head of HR, Arab-Malaysian Finance Berhad (AMFB) which is now called AmFinance Berhad
The Company specializing in providing financial services for the finance industry with the niche of vehicle loans and leasing facilities for machinery and other industrial equipments. Successfully introduced a quarterly Performance Management System that is being adopted until today. Established the Training Department from zero-based and prepared the TNA, training policies and procedure which was later adopted by the Arab-Malaysian Banking Group. Implemented and internalized the Managerial Grid Program for the managers all over the Group. Conducted, organized and designed training programs for the company to upgrade the competences and skills of staff in the relevant expertise.
